Develop theories of change, workplans, delivery budgets and implementation arrangements. Provide stakeholder engagement, training of trainers, adviser development and practical management systems for delivery teams and partner institutions.
Develop results frameworks, baselines, survey tools and monitoring systems. Assess delivery quality and enterprise outcomes, distinguish outputs from results, and use evidence to adapt the program and inform funder reporting.
Agree the geography, target institutions and enterprises, intended outcomes and evidence gaps. Combine local consultation with research to define the intervention and its results framework.
Translate the design into selection criteria, fieldwork, advisory packages and implementation responsibilities. Coordinate delivery with the commissioning organization and its partners.
Track agreed indicators, review delivery and outcome evidence, and adjust support as findings emerge. Document learning and the arrangements needed to sustain improvements.
The proposal defines target groups, governorates, methodology, staffing, language requirements, deliverables, budget and reporting schedule. Enterprise selection, data protection, funder requirements and evaluation independence are agreed at inception. Financing decisions remain with the lender or investor.
