We help public institutions turn policy priorities into practical improvements in procedures, management and service delivery. Our advisory combines policy analysis, reform planning, institutional assessments and capacity building, with experience across Federal Iraq and the Kurdistan Region.
Through the UNDP Iraq Crisis Response and Resilience Program, Top Mountain assessed capacity and delivered technical training to the Joint Coordination and Monitoring Centers: 14 field offices and the Baghdad headquarters. Scenario exercises addressed crisis management, information analysis, risk assessment, needs assessment and coordinated response.
Top Mountain helped deliver the Kurdistan Regional Government’s SME lending initiative through business outreach, applicant due diligence, viability assessments and advisory support. The work connected enterprise financing needs with program implementation and strengthened coordination between businesses, banks and public institutions.
Under USAID’s Governance Performance and Accountability program, Top Mountain supported the KRG Ministry of Planning and the Kurdistan Institute for Public Administration. Training covered planning and budgeting, management and oversight, leadership, communications, gender equality and public relations.
Top Mountain has produced white papers for the Governor’s Office focused on reforming business regulations and expanding the Port of Basra. Our work brings together economic policy analysis and investment strategy to inform regulatory reform and infrastructure development priorities.
